Know where you are obligated.
Producers rarely fail EPR by miscalculating a tonnage. They fail by selling into a market for eighteen months without knowing that market required them to register before the first shipment. The answer is in your own order book. This reads it.
Why this is hard
The fee is the easy part
Obligation follows where the goods went, not where you are incorporated. Three things go wrong, and only one of them is arithmetic.
You do not know which markets
A UK company shipping to eleven EU countries has eleven registrations, eleven declarations, and from 12 August 2026 an authorised representative in each one. Germany treats placing packaging on the market before registering as the offence itself.
You do not have the weights
Declarations want tonnage by material. Odoo knows exactly what shipped. Almost nobody has recorded what the bottle, the cap, the label and the carton weighed.
You cannot prove it later
Fees are assessed on self-declared data, and regulators audit. A figure you cannot reproduce twelve months on is a figure you cannot defend.
How it works
Three things a fee table cannot do
Obligation radar
Reads a year of outbound shipments, matches destinations to the regimes in force, applies each threshold, and lists the markets you are trading into with no registration on file - with the next deadline against each.
Declarations from despatches
Tonnage by material from completed stock moves, net of customer returns, priced at the rate in force for that period with eco-modulation applied per component. Anything shipped without packaging data is listed as a gap, never assumed to weigh nothing.
Evidence that survives
Every declaration keeps the rates it used, their source, whether they were confirmed or illustrative, and the date they were checked.

Defra and PackUK, with the 2025-26 confirmed and 2026-27 illustrative base fees - from GBP 205 a tonne for glass to GBP 525 for fibre-based composite - and the household versus non-household split the regime actually charges on.
European Union
PPWR from 12 August 2026, plus the national schemes: France (Citeo, Léko, Adelphe and the IDU that must appear on your invoices), Germany (LUCID and the dual systems), Spain, Italy, Netherlands, Ireland, Poland and Finland.
United States
California, Oregon, Colorado, Maine, Minnesota, Maryland and Washington - including which of them want SKU and component level reporting and which take aggregated weights, because it changes what you have to hold.
Canada
Ontario (RPRA), Quebec (Éco Entreprises Québec) and British Columbia (Recycle BC).
Straight about the data
Every number tells you where it came from
Rates and deadlines move every year. Each seeded figure records its source, whether it is confirmed or illustrative, and when a person last checked it. Anything unverified is flagged needs re-check rather than presented as fact, and a declaration computed on illustrative rates says so on its face. An app that quietly reports last year's number is worse than one that admits what it does not know.
